The duties of an Emigration Officer are of an
onerous nature and when undertaken in respect of a
foreign ship great discretion has to be exercised to
avoid giving rise to disagreeable incidents. The
Emigration Officer is called upon to inspect the
ship and stores, and to ascertain that there is
proper ventilation, separation of the sexes, hospi-
tal accommodation, latrines, &c., and this labour is
carried on under exceedingly unpleasant and frequent-
ly hazardous conditions even at Amoy and Swatow,
while at Kiungchow, as I know from my personal
acquaintance with the port, a journey of six miles
by water is an additional inconvenience and demand
upon the Consul's time.
Apart from the "overtime fee", the remuneration
granted to the Emigration Officer since 1986 has
been fixed at $20. Considering the depreciation in
the value of the dollar since that date, that in
consequence thereof the fees of the Surveyors and
the Medical Officers employed have been spontaneous-
ly
